I am not a plumber but had a similiar thing happen on my heater. The inlet
on mine, and apparently all have a di-electric fitting at the supply
entrance. Not sure what it does but it must separate electrical currents
inside vs outside the tank. I'll bet your dielectric coupler is
plastic/brass.
