Key words: "primary means" meaning they have a backup.
"Meets the standards of IMO" means the system is far more than what you get
with Nobeltec or similar.
"may reduce the potential for human error" recognizes that professional
mariners have a considerable work load when operating a vessl close to land.
What is not said is that all commercial vessels operating in US waters must
have certificated watch keeping officers on duty at all times.
How many recreational boaters are certificated?
And I don't mean a USCG six pack ticket.
It's a far cry from a consumer product running on a crash prone Windoze multi
function laptop and a professional IMO compliant ECDIS system.
To start with the difference begins with a $100,000 price tag, next a bullet
proof O/S and a dedicated computer, minimum 21" display plus UPS power
redundancy etc. etc. etc.
And every watch keeping officer using such a system must have a documented
training program on that particular product given by special training staff
from the vendor. Then and only then will they be allowed to use such systems.
And notice that USCG is only considering it. They are asking for public input.
Ther is no guarantee they wlll allow uncontrolled use of e-chart systems in
lieu of paper.
