Seems to me that there are more people on the water without a clue about
rules of the road. 30 yrs ago you could bank on the other guy knowing his
responsibilities. I atribute this phenomenon to easy credit. Any fool with
the downpayment can buy a boat of any size and become an instant babe
magnet. No learning curve, no charts just gps. YIKES!!
