I live in Canada and we have a vastly different method of providing
Certification for ships captains. We also have mandatory licensing in
Ontario now just to operate a boat (the Pleasurecraft Operators Card and
the Toronto Harbour License both apply to me).

Actually it isn't just applicable to Ontario.
The PCOC is country wide since it is a federally mandated requirement
enforced by the Coast Guard.
BTW, does Toronto Harbour Police stil require a seperate licence fo the
harbour now that we have the PCOC?
Canada does not have an equivalent to the American "six pack" In fact they
have a somewhat peculiar system of requiring a smal vessel Captain to be
registered in each region they opperate.
While living in Toronto I made inquiries as to how I could become certified
in any way.
Turns out that yes if I put in 18 months at sea with documented proof as
being employed as a deck hand or such and if I passed specific tests then I
might be licensed for the Toronto region.
But if I moved to the other end of Lake Ontario to Kingston then I would
have to be recertified by the Coast Guard office in that area.
My job took mne to all sorts of places all over the province and sometimes
beyond.
With such a cumbersome requirement it was impossible for me to become
certified except as a master mariner for 100 tons or larger vesel. That
required too much time, study, and sea time in larger vessel than is
feasible for small craft operators of boats under 65 feet.
