    The key word is accountable, not responsible.

    We had the same situation at the power utility company I once worked for.
    Management wanted all of us to get our driver's license to A+ with air
    brake endorsement for their convenience.
    They wanted to be able to order any of us to drive any of the commission
    trucks including the big bucket trucks with air brakes.
    Most of us only drive vans and light pick up trucks during work.
    The problem was, if you got a traffic ticket and hold an A+ license instead
    of just a G general license then the fine and penalties are much greater.
    Didn't matter if you were working at the time or not.
    This applied even if you got the ticket driving your own personal car on
    your own time.

    Whereas a speeding fine might earn you demerit points and a $100 fine if you
    had a G license "A+" liken holders would get a $500 fine or lose their
    license. Not just the A+ liken but any license. In other words you would no
    longer be able to work.
    This would be for the same offense. Needless to say that idea got canned in
    short order.

    While we do not yet have boat drivers licenses that can be revoked,
    commercial ticket holders can be fined to a greater extent than a
    recreational boat user for the same infraction of regulations administered
    by the Coast Guard.
    It is possible that a recreational boater has an accidental oil spill and he
    is not fined only made to pay cost of cleanup.
    However a commercial ticket holder would not only have to pay for cleaning
    up the spill but would likely be fined heavily.
