I can answer the foreign-flag foreign-owned part (at least, this is how it
was 3 years ago):
Simple case: If you obtain a cruising permit, you can stay max 1 year, then
must visit another country, and then obtain another cruising permit for
another year, etc. (no minimum length of stay in the other country)
There IS an exception to this, however, according to your
customs/immigration. Without a cruising permit, provided you report in at
every major port you visit, length of stay for the boat is unlimited. In
this case, though, if the owner is not a US citizen or legal resident he/she
is bound by normal visiting rules, i.e. not allowed to remain in the US
beyond 6 months out of every year.
Please be aware that I have no authority on which to base this answer. Its
just the result of interaction with US customs/immigration as a Canadian
cruising in the US for 6 years, and renewing the cruising permit each year
after trips to Bahamas/Canada.
