I believe one of the original reasons for not allowing HTML emails was to
save "bandwidth" for those of us who are on low-speed dialup connections. If
you look below, You can see that HTML based email needs almost twice the
"data" as plain text. This translates into larger file sizes for email and
long download time for people on slow connections.
One of the easy things you can do in outlook is edit your address book and
turn on the option "Send email using plain text only" for specific
addresses.
AOL has been a thorn in our sides for a long time with regard to this.
