I'm not sure what happens when you check voltage with the batteries
disconnected but when connected, you should see an increase in voltage when
you turn on the battery charger (or an alternator), even on a fully charged
battery
if the charger (or alternator) is dead, then the voltage won't change.
I also have an old charger which I will eventually replace, a quality
charger is critical to battery life. 3 phase chargers seems to be best to
reduce water loss.
