The only thing of that comes even close to the condition you are
attempting to describe is a fire pump controller for a building.
It is purposely wired ahead of the main facility circuit protective
device.
That pump is designed to keep pumping for as long as possible.
As far as a vessel needing to clear an anchor and get under way, the most
effective tool to accomplish this task is the knife attached to your belt
via a lanyard.
If you have time, attach a bouy, then cut the nylon 3-strand rode if it
is an all 3-strand nylon rode and retrieve it later.
Oh, it's an all chain rode except for the last 10-20 ft of 3-strand nylon
used to attach the bitter end of the chain to the hull.
Knife still gets the job done.
