    I know of several individuals in Marathon, Fl. that have had their boat
    seized in the Cay Sal Bank and the captain put in jail because they did not
    have a cruising permit. The excuse "they were in transit to a port of entry"
    did not fly. IMHO, it is not worth the risk.
