I expect there are many ways to do ground planes, and the same
setup working in one boat may operate much poorer on another. On
Rainbow Chaser I glassed in about 15 sq feet of bronze screen wire
under the cockpit and it workes just fine. Later, I also tied in
the toerails. I don't know that it helped, but in either case, I
get out as well as any of the boats I've anchored near, and far
better than some that had very expensive professional
installations. On a couple occasions, I was anchored near another
boat, we were both talking to a boat thousands of miles away. I
could be hear very well, the others were barely making static at
the other end.
I think you should just put as much ground plane in as is
practical and give it a try.
You can also do your installation, try it, then hook some
conductor (wide copper strapping, chain or??) to your ground
system. Drop it overboard, then see your transission improved.
If not, problems are probably not in the ground plane. If there
is difference before and after adding the conductor in the water,
you probably need to work on it some more.
Remember, too, that your first try doesn't have to be your last
try. You can always work on it some more. Tie in fuel tanks.
Tie in water tanks. Glass in some more screen. When your
transmissions get received well, you're done.
