I have seen and been involved with a number of moorings in the San Juan
Islands. The typical mooring consists of a 2000lb. disk or block of
    reinforced
concrete with a U of schedule 80 3" conduit through the center. The chain
or line passes through this and is changeable by a diver.
It is important for the conduit to pass under the metal reinforcement.
These blocks or disks work there way into the silt and become very solid.
I have also seen "ecology blocks" used. These are the large stackable
blocks that are used for retaining walls and highway construction.
They come in 1500lbs. and I believe the larger ones are around 5000lbs.
They drill a hole through the block and install chain or conduit.
