Never use a wire brush or especially a wire wheel on anything that you do
not want to contaminate with a metal coating. Wire wheels leave a coating
of metal on the surface.
I'm not clear why you are considering sanding anyway? Why not just clean it
with a solvent wash made for the coating before applying the new coating? I
am sure there are instructions on the can of the new coating that will
explain what surface preparation is required for the best adhesion.
