This is the whole thing.
I don't think any of us objects to requiring boaters to take and pass a
course teaching them the rules of the road and other basic safety and
operational skills.
It is the threat of the government forbidding us to get underway by
suspending that license that makes licenses so threatening.
You are aware that the government can and does suspend driving licenses for
"reasons" entirely unrelated to road safety. There is no reason to believe
they would not do the same to boaters.
