I am disappointed you see things this way.
As you know, I too have a lot of miles under the keel, and it has been my
experience that the majority of refusal to yield right-of-way incidents I
have had to deal with were from boat drivers who *do* know the rules:
tugboats, ferries, and sport fishermen.
All or most of these skippers are already licensed. I would also presume
they have sufficient experience to know better too. These folks knew the
rules, they simply choose to operate their vessels in a manner contrary to
the rules.
Licensing boaters would only benefit the government, by giving them yet
another way steal our money and increase their grip around our throats.
