    The Tidal Basin has only 4 feet of water at the entrance and to get
    to it you must go under a fixed bridge with only 18 feet vertical
    clearance. I'm not sure you can anchor in the Tidal Basin even if
    you could get in.

    The original question implied that Rob was thinking of watching the
    fireworks from below the Wilson Bridge, a distance of about 6 miles
    from where they light off the fireworks. I think that might be a
    little far, especially since the authorities won't let you loiter
    around the bridge, so you would probably be closer to 8 miles from
    the epicenter of the fireworks. Probably not such a great view.

    Many other cities around the Bay have fireworks, some to (believe it
    or not) rival the big cities. Cambridge has a good display, the
    marina at Herrington Harbour South, Annapolis (I believe) and
    Baltimore, plus many other smaller ones. I don't think I would
    travel 90+ miles up the Potomac just to see the fireworks.
