May I recommend you look into "Emacspeak" a verbal componant of the
Emacs editor. I believe Emacspeak works with the MS-Windows versions of
Emacs, you can have it do things like read files, assist you with menu
selections. Via elisp scripts it can do things like poll a GPS receiver
and speak the lat-long, or warn you of shallow water ahead &etc. It's
not just a screen reader, Emacspeak does a lot of stuff, and if it
doesn't do what you want now, it's open source and can be modified to
suit.
