Sorry I posted the wrong URL for NOS Mapfinder. I just copied it from my
bookmarks and did not try it. The correct one is:

http://mapfinder.nos.noaa.gov/default.html

The RNC URL is:

http://chartmaker.ncd.noaa.gov/ocs/rnc/raster1.htm

and for ECN:

http://ocsdata.ncd.noaa.gov/encdistribution/download.asp

Some free charts can be found here:

and if you get tired of looking at charts you can look at the pictures:

For us Linux users there is an ENC viewer at:
