    Well, Norm you are precisely correct that all plants sync to the grid. As for for the timekeeper plant near Washington, DC, that's a new one on me. As an ex-power company engineer, I can tell you in the event of significant grid outages, the first plant on line sets the pace for the others to sync to. Each plant has very precise frequency meters that show grid frequency. There is no one "timekeeping" power plant. All connected plants are interdependent.
