My boat is registered in Florida. I pay $85/year in protection racket money
to them for the big boat and $15 for the dink.
I was only attacked by the state cops once, in St Augustine, apparently
precipitated by my anchoring in a spot that was not normally used. They
seemed most interested in my holding tank but I think they came aboard to see
if I was easy prey.
Generally, the water cops seem primarily interested in whether or not you
have paid protection money to some (any) state, and secondarily, whether you
are an easy mark for "revenue enhancement" fines.
As I learned in dealing with third-world officials in the Merchant Marine,
the best defense is to get all your ducks in a row and be "defect" free.
