    This is a very liberal regulation indeed, both of what constitutes a
    "houseboat" and what constitutes discharge.

    On the Canadian side of the Great Lakes, no discharge of any "black water" is
    permitted, no matter the level of "treatment". Even "portapotties" are
    outlawed becaused they could be tipped over the side, and "Y" valves are a
    no-no. About a dozen years ago there was an attempt to stop all "grey water"
    discharge in Ontario as well (i.e. dish, bath, bilge water), but that
    proposal was vigourously opposed and prevented. I think there are grey water
    regulations on the books for new or commercial boats, but I don't think they
    have been enforced.

    The main impediment to stricter discharge laws in the US is the scarcity of
    pumpout stations. One would think that municipalities would see the
    provision of inexpensive pumpout access as a way of protecting their own
    waters and shores.
