    That's basically what I did.

    I painted the numbers inside the anchor locker on the interior of the hull,
    then after the paint dried coated the entire thing with epoxy.

    There is no way you can get that off or alter it without leaving
    unmistakable evidence by scarring the hull.

    That meets the requirement - it must be placed on the hull in such a fashion
    that if it is removed or altered the damage will be obvious.
