As I understand it, for one, it depends on whether it is a planing hull
or displacement hull. Planing hulls do not have the same speed limit
based on LWL that displacement hulls have.
For displacement hulls, in a nutshell, the hull speed is related to LWL
because of the length of the waves produced by passage of the hull
through the water. Higher speed makes longer wavelengths, and higher
waves, which are more resistant to increases in hull speed the closer
they come to being the same length as the boat's LWL.
