Someone's leaking DC current into the water (immersed bilge
    pump wires that
have been compromised, etc) or has some really interesting
    metals in the
water that are connected to their ground and bonding system.

This is a DC power source that is ALSO referenced to shore.

Is someone using an automotive battery charger?

This is why I like isolation transformers; they keep you
    from becoming
part of a circuit like this!

    I AGREE!
Now who wants to donate a nice isolation transformer (30
Amps please) to a needy live-aboard?
