    I don't understand why you say I am wrong and then quote a Rule about whistle
    signals. I mentioned nothing about whistle signals.

    But since you brought it up.

    There must be more to it than just the two Rules you quoted. I have been
    anchored less than a quarter mile from the Gloucester Coast Guard station,
    which is next to the Harbormasters dock. The boats of both these law
    enforcement agencies come and go and maneuver about the harbor is also very
    busy with fishing vessels moving about constantly.

    The ONLY whistle signals I have ever heard here have been a long and three
    shorts as a boat backs out of a slip.

    As for maintaining speed while being overtaken.

    Rule 2b states: In construing and complying with these Rules due regard
    shall be had to all dangers of navigation and collision and to any special
    circumstances, including the limitations of the vessels involved, which make
    a departure from these Rules necessary to avoid immediate danger.

    Slowing down when being overtaken decreases immediate danger.
