URGENT COAST GUARD FAX NOTIFICATION
Subject: Traffic Management Plan, effective September 22, 2001,
1600Q (4:00 PM EDT)
THIS CG ACTIVITIES NEW YORK TRAFFIC MANAGEMENT PLAN SUPERCEDES ALL
PREVIOUS VERSIONS.
An Emergency Response Security Zone has been established within
500 yards of Manhattan from Pier 25 on the Hudson River, south to
the Wall Street Heliport on the East River. ONLY EMERGENCY
RESPONSE VESSELS DIRECTLY ASSISTING WITH THE DISASTER IN LOWER
MANHATTAN MAY OPERATE IN THIS ZONE. Commercial vessels assisting
with the disaster recovery efforts must contact VTS NY prior to
entering the Emergency Response Zone.
A security zone has been established in the following area: a line
drawn from the Northeast corner of Liberty State Park to Buoy 31,
south to Buoy 29, to the Southeast corner of Liberty State Park.
ALL VESSELS ARE RESTRICTED FROM THIS AREA.
Specific vessel requirements are as follows:
DEEP DRAFT VESSELS (must enter the port via Ambrose or Sandy Hook
Channels)
Before a vessel may enter the port:
1. The vessel or agent must provide the following information to
Coast Guard Activities New York (718) 354-4248 or (917) 376-5666
a. Advance notice of arrival to the Coast Guard at least 24 hours
prior to arriving at Ambrose
b. Copy of the crew list
c. Notice to the vessel arrival desk when the ship's ETA is 24
hours from Ambrose.
2. The vessel must have had a satisfactory inspection by the Coast
Guard prior to entry (Marine Inspectors will call VTS to confirm).
Inspection procedures are detailed in attachment (a).
3. The vessel must have a pilot on board.
4. Vessel must have two escort tugs when transiting in the harbor
inside of 1 nm south of the Verrazano Narrows Bridge or the
Outerbridge Crossing.
5. The vessel's agent must confirm the vessel's berth is ready to
receive the ship and must provide the names of the escort tugs to
the VTS prior to the vessel's entry at the Ambrose or Scotland Sea
Buoys.
6. For all Power Driven Vessels of 100 meters or more in length
while navigating in the Ambrose Channel, Anchorage Channel, and
Hudson River; a speed restriction of 8 knots has been established
from Norton Point to Holland Tunnel Ventilators. This includes
the entrance of the Kill Van Kull to Constable Hook.
Anchorages
1. All Stapleton (23-A, 23-B, and 24) and Bayridge (21-A, 21-B,
and 21-C) Anchorages are re-opened and available for use as per
normal operating procedures, as outlined in 33 CFR 110.155(d)(10)-
(16), (e)(1), and (l)(1)-(7).
2. Gravesend Bay Anchorage will be reserved for use by the
Captain of the Port New York in conjunction with the current
heightened marine inspection boarding program following the World
Trade Center incident.
3. Tugs and barges may anchor at Gravesend Bay, only while
awaiting a Coast Guard inspection, after contacting VTS.
TUG/BARGES ENTERING FROM AMBROSE or LONG ISLAND SOUND
1. The vessel must have had a satisfactory inspection by the Coast
Guard prior to entry (the Coast Guard Boarding Team will call VTS
to confirm). Inspection procedures are detailed in attachment
(a).
2. The vessel's agent must confirm the vessel's berth is ready to
receive the barge.
3. All tugs must give 24hr notice to the Port State Control desk
(718 354-4248, 718-556-4427 or 917-376-5666) prior to arrival at
Ambrose or Execution Rocks.
COMMUTER FERRY VESSELS, PASSENGER VESSELS AND THEIR TERMINALS:
Effective Midnight, 21 September, vessels holding a Certificate of
Inspection (COI) that authorizes the carriage of more than 49
passengers and that intend to transit within an area bounded by
the below area shall commence the implementation of the additional
procedures that were faxed to your agencies on 21/22 Sep 01:
1. South of Pier 99 (Sanitation Pier/59th Street) on the Hudson;
or,
2. South of Throgs Neck Bridge; or,
3. North of Outerbridge Crossing; or,
4. North of the Verrazano-Narrows Bridge shall implement the
following Passenger Vessel/Terminal Safety measures.

COMMUTER FERRIES
1. Passenger ferry commuter runs will be authorized between all
ferry slips within the port with the exception of
North Cove and the World Financial Center Dock.
2. The Staten Island Ferry is authorized to conduct ferry transits
between the following areas:
a. St. George Ferry Terminal, Staten Island and Whitehall
Ferry Terminal, Manhattan
b. Brooklyn Army Terminal (58th Street, Brooklyn) and
Whitehall Ferry Terminal, Manhattan.
3. A "NO WAKE/NO LOITERING ZONE" has been established in the
Hudson River within 500 yards of Manhattan between Pier A and Pier
25. Throughout the port, HOWEVER, it is the master's
responsibility to ensure that the wake that their vessel throws
does not hinder the operations of any response vessel or
patrolling Coast Guard/Law Enforcement vessel.
4. All ferry's performing disaster relief efforts requiring
landings at either North Cove or the World Financial Center Dock
are required to contact VTS and inform VTS of the vessel's name,
time frame for each operation, and who authorized the operation.
NON-FERRY/ DOMESTIC PASSENGER VESSELS, INCLUDING EXCURSION VESSELS
& DINNER BOATS
1. All certificated vessels entering the Port, North of the
Verrazano, south of Pier 99 (Sanitation Pier/59th Street) on the
Hudson, or South of Throgs Neck Bridge on the East River may be
subject to a Coast Guard boarding, to be coordinated with the
Coast Guard On-Scene Commander (OSC).
INTRAPORT TRANSITS
Intraport movements are authorized for tug/barges/launches/work
boats in the port in accordance with normal VTS procedures.
RECREATIONAL VESSELS
KILLS/NEWARK BAY:
1. No recreational vessels are authorized in the Arthur Kill north
of Ploughshare Point in Perth Amboy, the Kill Van Kull, west of
Constable Hook, and Newark Bay, south of Droyers Point.
Recreational vessels may request permission, per instructions
below, to depart this zone during the following time frames, at
the following locations:
(a) Escorted departures from Woodbridge Creek and Smith Creek
marinas Monday, 24 September between 1200 - 1400.
(b) Escorted departures from marinas in Kill Van Kull,
Tuesday, 25 September between 1200 - 1400.
(c) Escorted departures from Newark Bay marinas, Wednesday,
26 September between 1200 - 1400
Vessels are required to contact CG Activities (ph: 718-354-
4020/fx: 718-556-4409) by 5:00 pm on Sunday, 23 September with the
following information: Vsl name, vsl hull number, master's name
and contact information, number of passengers, specific departure
point and destination.
NO VESSELS WILL BE ALLOWED TO RE-ENTER THIS ZONE AFTER DEPARTING
THEIR BERTH. THIS WINDOW OF TIME IS SOLELY FOR PERSONS WISHING TO
REMOVE THEIR VESSEL FROM THE RESTRICTED AREA.

UPPER BAY/ HUDSON RIVER/ EAST RIVER:
(a) NO RECREATIONAL VESSELS ARE AUTHORIZED TO TRANSIT THE PORT
DURING THE WEEKENDS OR WEEKDAY NIGHTS (1600-0800) IN THE FOLLOWING
AREA: South of Pier 99 (Sanitation Pier/ 59th Street) on the
Hudson River, South of a line drawn from Horn's Hook to Hallet's
Point on the East River, and North of the Verrazano Bridge.
(b)Recreational vessels are authorized to TRANSIT the above area,
(excluding all Security Zones) Monday through Friday during the
hours of 0800 and 1600, with the following restrictions: All
recreational vessels transiting within the Port, South of Pier 99
(Sanitation Pier/ 59th Street) on the Hudson, South of a line
drawn from Horn's Hook to Hallet's Point on the East River, and
North of the Verrazano Bridge shall not exceed a speed of 10 knots
to ensure the safety of all vessels in these areas. All vessels
transiting this area shall comply with the instructions of the
Captain of the Port Designated on-scene Patrol Commander. Upon
being hailed by siren, radio, flashing light, or other means, the
operator of the vessel shall proceed as directed. NO LOITERING IS
AUTHORIZED. ALL VESSELS SHALL BE TRANSITTING FROM THEIR POINT OF
ORIGIN TO A DESTINATION.

INDIAN POINT SECURITY ZONE
No vessel or person in the water is allowed within a 900-yard
radius of approximate position (41°16'12.4_N, 073°57'16.2_W) around
the Indian Point Nuclear Power Station on the Hudson River.
Commercial vessels must coordinate with the On Scene Commander
(OSC) located on the Hudson River in the vicinity of Indian Point
to receive a CG boarding at least 1 nautical mile from the Indian
Point Security Zone.
Recreational vessels may transit to the west of Hudson River
Lighted Buoy #27 or must coordinate with the OSC to obtain
permission to pass through the security zone.
SECURITY ZONES
Additional Security Zones that do not close the entire navigable
channel exist at the following locations:
- United Nations, in the East River along the Manhattan
shoreline from 125 yards offshore at the Queensboro
Bridge to 175 yards offshore at East 35th Street;
- Within 200 yards of Pier 90 and 92 Hudson River;
- Within 25 yards of all bridge supports in the greater NY
area;
- Within 100 yards of all anchored Coast Guard vessels; and,
- Within 100 yards of all naval vessels.
- Within 300 yards of JFK International Airport
VESSELS DEPARTING THE PORT OF NY/NJ
Vessels or tugs/barges may depart the port and head directly to
sea via the Ambrose or Raritan/Sandy Hook Channels in accordance
with normal VTS procedures.

1. PURPOSE: This policy explains procedures for all vessels that
wish to proceed into New York Harbor.
2. DISCUSSION:
Deep Draft Vessels
A. All U.S. and Foreign Flag deep draft vessels must submit a crew
list from their Company along with their 24-hour notice of
arrival. No vessel shall be screened nor permitted to enter until
this requirement is met. To avoid screening ships that often
submit arrival notices to multiple ports, arrival notices shall
not be processed until it is within 24 hours of the vessels ETA.
B. The arrivals desk manager shall carry out vessel history review
in accordance with routine Port State Control Procedures and
schedule inspections as applicable. In addition, the arrivals desk
manager shall review the vessel's Flag and crew nationalities and
compare to SIV list specified in reference (b).
C. All SIV positive crew lists shall be submitted to the INS
Officer for review. All SIVs shall not be considered for
boarding/entry until INS has cleared the ship. This clearance
shall be indicated on the Arrivals desks daily schedule list.
D. The Ambrose Team Leader shall be provided with list of vessels
cleared by office/INS and the crew list prior to boarding.
E. The Ambrose Team shall only commence a boarding provided a
Pilot is scheduled to embark within 6 hours of boarding time, all
the above checks have been completed, and the boarding team has in
hand the vessels crew list. An additional Ambrose Team boarding
is mandatory if over 6 hours have elapsed. When the vessel is not
going directly to berth following the boarding, the Master shall
be instructed to keep a Bridge look-out at all times for
suspicious activity such as if a vessel comes alongside and if
someone other then the screened crew boards. If this occurs, it
must be immediately reported and, at a minimum, an additional
boarding is mandatory prior to vessel being permitted to enter the
Port.
F. The Ambrose Team shall carry out all non-SIV and SIV boardings
in same manner. Along with law enforcement and crew documentation
checks, which shall now include comparing Company's submitted crew
list with shipboard crew list, the boarding team shall also carry
out a general walk-thru to ensure propulsion, steering and
navigation equipment are in good order. On tankers, cargo tank
oxygen levels shall be verified. On container ships, all
hazardous material shipping papers shall be reviewed to ensure
information is complete; screen for those chemicals specified in
reference (a) and compare shipping paper point of origin against
the SIV list. All hits in regards to any of the above shall be
communicated back to the office prior to the vessel being granted
permission to enter the Port.
Tug / Barge
A. All U.S. flag tug/barge vessels entering the Port from Ambrose
shall be permitted to anchor at Gravesend Bay and await a
safety/port security exam prior to being granted clearance to
proceed anywhere in the Port.
B. All U.S. flag tug/barge vessels entering the Port from Long
Island Sound will be boarded in the vicinity of Execution Rocks
(Throggs Neck Bridge) and a safety/port security exam prior
tobeing granted clearance to proceed anywhere in the Port.
C. The Gravesend tug/barge examination team will be standing by
24/7 and will be prepared to dispatch from Station NY as required
to keep tug/barge traffic moving and the
D. The Execution Rocks tug/barge examination team will be standing
by 24/7 and will be prepared to dispatch from Fort Totten as
required to keep tug/barge traffic moving
E. Both the Gravesend and Execution Rocks tug/barge examination
teams shall conduct a documentation check and general safety
examination prior to allowing any tug/barge to continue.
F. The tug/barge examination teams shall not raise the issue of
any suspicious crewmembers and operations while onboard the tug.
They shall complete their boarding and disembark. Immediately
following departure of subject vessel all observations shall then
be immediately reported and action will be taken as appropriate.
Suspicious crewmember information shall be relayed to INS for
review. Both the Gravesend and Execution Rocks tug/barge
examination team leaders shall confirm completion of all INS
checks as applicable.
G. The tug/barge shall not be permitted clearance to enter until
it has been cleared by either the Gravesend or Execution Rocks tug
barge examination team leaders.
Indian Point
A. All U.S. flag tug/barge and deep draft vessels leaving the Port
via the Hudson River will be boarded in for a document recheck
prior to being granted clearance to proceed past Indian Point, NY.
B. The Indian Point examination team will be standing by 24/7 and
will be prepared to dispatch from Indian Point via available
assets as required to keep vessel traffic moving.
C. The Indian Point examination team shall conduct a documentation
check prior to allowing any vessel to proceed past Indian Point.
D. The examination team shall not raise the issue of any changes
to crewmembers or operations while onboard the vessel. They shall
complete their document check and disembark. Immediately following
departure of subject vessel all observations shall then be
immediately reported and action will be taken as appropriate.
Suspicious crewmember information shall be relayed to INS for
review. The Indian Point examination team shall confirm
completion of all INS checks as applicable.
E. The vessel shall not be permitted clearance to proceed until
it has been cleared by the Indian Point vessel examination team
leader.
