Leave it about 1/2 full so it flows just below the surface,
    at about "prop level"

Throw it in the water just before they come around.

Once on the Chesapeake I was in a 25' sailboat with a couple of friends,
and along comes a 50' or so foot big old wooden sportfisher going all
out, making a wake big enough to rock an aircraft carrier, and they go
by so close that their bow spray comes in our cockpit to wet us down
before the wake swamps us. They were close enough that I'm seriously
thinking of heaving an empty quart beer bottle into their cockpit just
to let 'em know my opinion, when I spot the boat name on the stern:
"KKK". I decided to let it go that time.
