    Gene, I found a similar mess in my boat after one season of not
    using. My mess was in the Racor filter housing. Have no idea what
    it's like inside my tank as i have absolutely no way of accessing it
    without cutting into the boat's liner.
    My diesel was always clean from year to year and I used to question
    the necessity of changing the Racor filter annually (2 Micron).
    Like you, I add Biobor and I wonder if it and perhaps a new
    formulation for Diesel in the last few years is causing this? Has
    anyone else experienced this black goo? And what are they doing about
    it?

    P.s: None of the goo went past the Racor and my engine starts and
    runs fine. After cleaning the mess, I added an extra amount of Biobor
    - now I wonder???
