I don't know if they can or can not, but I know at least one person is going
to sue the city here in Punta Gorda, FL. A couple of shrimpers and a few
other boaters were trying to secure their boats last Friday morning when
Gabrielle paid a visit. Well the Fire Chief saw these guys jumping from the
boat to boat and dock to boat, ect and decided it wasn't safe. He called
the police to have these guys leave or be arrested ! ! ! The score was
three boats sank, several damaged at the city marina. There's a whole bunch
of unhappy campers. It will be interesting to see how it turns out.

I believe this was outlawed in Florida a couple of seasons ago. Do not
have the references at hand, but it is my belief they cannot do this
anymore (at least in Florida). Anyone having better info re: other states
policies could jump in here. :)
