I agree about protecting the relays. MOVs everywhere!
Spark gaps in parallel with capacitors also. The relays I am
ordering are rated for up to 32 volts so with varistors
selected for 20 volts and spark gaps at about 34 they should
be OK. I think the heat sinks are also critical so they will
be oversize. I believe in over engineering. I worked as a
tech, associate engineer, and digital design engineer before
going to Trimble as a service department tech in '87. I've
seen PLENTY of failures caused by pushing components to, or
past their limits. I'm NOT likely to fall into that trap.
