    I could not agree with you more. The rules are clear and apply to all
    vessels. Differences do apply to some inland rules but the day marks
    and lights tell the story. Chapmans also covers the rules and lights
    well.

    Several years ago, we filed two incident reports with the NJ State
    Police Marine Div. when their vessels failed to observe proper stand on
    procedures and we had to power FULL ASTERN to avoid a sure collision.
    The investigation went on for 18 months. Of course, the conclusion was
    that there was insufficient evidence to find the officers in violation.
    After that, I considered the investigation by the Internal Affairs a
    bunch of Bull ShXT.

    Since then the State Police Vessels do observe the "rules of the road"
    except if they have their emergency lights operating. At least there
    was a positive outcome.
