Is there a vessel that has unlimited maneuverability?
Even when the tug was the stand-on vessel there is good reason to communicate
ones intention. Over and over in the courts vessels have been found at fault
for failure to communicate. The approaching yacht, even though he may be the
give-way vessel, should have been answered by the tug.
I have found this same thing happening to me too. Commercial vessels often
refuse to respond to my transmission on 16 or 13. I imagine this arrogance
comes from the feeling that if there is a collision the commercial vessel
will suffer little damage.
