If your seawater circuit is dry then you need to take immediate steps to
restore it or the exhaust hose will quickly burn out. Having an impeller
that can run dry seems to me to be no advantage since running dry will soon
cause other, more difficult to repair, damage.

I suggest that a thermoswitch alarm on the exhaust hose, the first thing to
get hot in a seawater cooling circuit failure, as the best way to prevent
damage due to seawater cooling water failure.
