I have seen ads for an inflatable collar you can put around the entire
outside of a boat below the rub rail. It can be inflated, maybe even
automatically, if the boat is in danger of sinking, and it keeps the
boat afloat/awash. I have no idea how it worked out or if the company
is still in business.
