Commercial or business-related traffic is absolutely prohibited on all
amateur bands. You CANNOT (legally anyway) conduct business over an
amateur radio. If you use Ham packet radio to, for example, place a
stock trade you are breaking the law.
It is also illegal to use *encryption* (including voice scrambling) on
the Ham bands. This extends to ANY form of encryption or coding of the
message being sent; for example, if you used even a simple "shifted code"
for Morse (say, sending an "F" for each "E", etc) on CW that is a violation.
The only permitted exception is the usual and internationally-agreed "Q"
and similar signals (CQ, DE, etc.)
It is legal, however, to do both on marine bands.
