If the buzzing is coming from the breaker area, then it is probably the
breaker. They often buzz when they are on the edge of tripping.
If the buzzing is coming from the charger, then it is most likely the
transformer in the charger. I have a battery charger that buzzes all
the time, even with no load. It's really annoying. I tried taking it
apart to find the source, and got it all the way down to the
transformer. Next step is to disassemble the transformer itself, but
it's not worth it, at least not yet.
Transformers are made up of thin steel plates that are lacquered
together to form the iron core of for the coils to surround. They use
plates to prevent eddy currents that would go in random wrong directions
through the core and waste energy in heat.
The problem is that if they didn't get the plates all insulated and
glued firmly together, and if they are therefore free to vibrate a
little, they will make this buzzing noise, especially under load. There
are ways to fix them, but it isn't easy. If you can shove shims in
between the core and the coil, sometimes you can tighten things up
enough to stop the vibrations. If you're lucky.
But if it only does it when it is loaded to the point of tripping the
breaker then it's not worth worrying about.
