    I'd recommend the middle of September. By October you can start to get
    some cold weather and the winds aren't great in the summer. The springs
    can get quite wet and of course winter isn't much fun unless you've got
    heat. I like that area in the fall, personally. I like it in the
    summer too, but there's not always a breeze. Of course the best breezes
    are in the winter. 8)
