I have written about the problem with bag phones several times.
There are two frequency bands for cell phones, (as well as two modes, digital
and analog). The low band is the earlier one but it is only the high band
that permits the no-roaming-fee service plans. As far as I know, bag phones
operate on low band only, and this condemns the user to pay a prohibitively
high roaming fee.
